capacity difference?

If we compare the ipod classic and touch these both has biggest difference in capacity for why?

Classic have bigger storage, it is 80 and 160 GB memory size.
Ipod touch have smaller size, it is just 16 Gb memory size.

It is fair because although touch has smaller size but more functionalities
